Per Article of the Riverside Neighborhood Association, Inc.: 

Section 1: Who Can Join: Membership is open to any and all persons whose primary residence is within the Riverside neighborhood or their company, corporation, organization, institution or agency must own property or have a place of business or profession in Riverside.

Section 2: Voting Membership: Voting members must be at least 18 years of age or older and meet the criteria set forth in Section 1. No one with a direct personal or pecuniary interest in a matter on the agenda may vote on a motion concerning that matter. Only one vote per business. Only one vote per non-resident property owner regardless of how many properties owned within Riverside. The President or presiding officer of the meeting will vote only when his/her vote will change the result of the vote (i.e. to break a tied vote).
